I have the honour to enclose herewith a letter addressed
to the Rt Hon: the Secretary of State for the Colonies, with
the request that it may be forwarded, with H.E. the Governor's
remarks,
2. Before this is done, however, I shall be grateful
if H. E. will prant me an interview in order that I may explain
the circumstances under which I am constrained to submit the
enclosed letter.
